Preheat oven to 350°F.
1. Spray a medium-size baking dish with nonstick cooking spray. Place the pork chops on the bottom of the dish and top with the sliced onions. Set aside.
2. In a small bowl, combine ketchup, 1⁄4 cup water, brown sugar, vinegar, Worcestershire sauce, onion powder, chili powder, and paprika. Spoon mixture evenly over the pork chops. Cover and bake for 40 minutes. Uncover and bake for 25 more minutes.
3. Spray a large skillet with nonstick cooking spray. Place the skillet over medium-high heat and add canola oil. When oil is hot, add the bell pepper. Sauté for 2 minutes.
4. Add the cabbage, pepper, salt, and remaining 1⁄4 cup water to the skillet. Cover. Reduce heat to medium and cook 8 to 10 minutes or until cabbage is tender. Serve with baked pork chops and hot cooked brown rice.
