1. Spray a large pot or saucepan with nonstick cooking spray. Place the pot or saucepan over medium-high heat and add ground beef, onion, and garlic. Cook 6 to 8 minutes or until meat is cooked through.
2. Add tomatoes, barley, broth, water, oregano, basil, salt, carrots, and kidney beans. Bring to boil. Cover. Reduce heat to simmer and cook 30 minutes.
3. Add Swiss chard and cook 10 more minutes.
