1. Spray a large saucepan with nonstick cooking spray. Place the saucepan over medium-high heat and add olive oil. When oil is hot, add onion, garlic, and bell pepper. Cook 2 to 3 minutes.
2. Add salsa, onion powder, chili powder, cumin, oregano, water, and black beans. Bring to a boil. Cover. Reduce heat to low and simmer for 20 minutes. Remove from heat.
3. Transfer soup in batches to a blender to puree, or use a handheld blender and puree the soup in the saucepan.
4. Top each serving with chopped tomato and cilantro.
