1.Spray a large saucepan with nonstick cooking spray. Place the saucepan over medium-high heat and add olive oil. When hot, add onion and pepper and sauté for 1 to 2 minutes.
2. Add carrots, zucchini, beans, tomatoes, salsa, chili powder, and onion powder.
3. Bring to a boil. Cover. Reduce heat to simmer and cook for 25 minutes.
