1. In a small saucepan, bring the rice and water to a boil. Cover. Reduce heat and simmer for 35 to 40 minutes or until rice is cooked.
2. Drain the water from the rice and let cool to room temperature.
3. In a large bowl combine the carrots, celery, pepper, onion, tomatoes, and cooked rice.
4. In a small bowl combine the olive oil, balsamic vinegar, lemon juice, basil, and salt-free seasoning.
5. Add the dressing to the rice mixture and mix well.
Makes 4 servings.
