  1. Preheat oven to 350°F.
  2. Spray a large skillet with nonstick cooking spray. Place the skillet over medium-high heat and add ground beef, garlic, onion, bell pepper, chili powder, cumin, onion powder, and garlic powder. Cook 6 to 8 minutes or until cooked through.
  3. Spray a 9 x 13 baking dish with nonstick cooking spray and spread beef mixture on the bottom of the dish. Spread uncooked rice over the beef and top with the shredded cabbage.
  4. Pour tomato sauce and broth over the cabbage. Cover with foil and bake 50 minutes.
  5. Let stand 5 minutes before serving.
  6. Makes 4 servings.
