  1. Preheat oven to 375°F.
  2. In a small bowl combine tomato sauce, chili powder, cumin, and onion powder. Mix well. Set aside.
  3. In a separate bowl combine beans and salsa. Set aside.
  4. Spray a 9 x13 inch baking dish with nonstick cooking spray.
  5. To soften tortillas, heat them all together for 1 minute in a microwave.
  6. Spoon a portion of the bean mixture on each tortilla, roll it up, and place each tortilla seam-side down in the baking dish.
  7. Pour the tomato sauce mixture over the tortillas.
  8. Spread the shredded cheese on top and bake uncovered for 25 to 30 minutes.
  9. Top each serving with sour cream, onion, tomatoes, and cilantro.
  10. Makes 4 servings.
