  1. Preheat oven to 425°F.
  2. Spray a large skillet with nonstick cooking spray. Place the skillet over medium-high heat and add ground beef, onion, garlic, and bell pepper. Cook 6 to 8 minutes or until cooked through.
  3. Add corn, kidney beans, tomato sauce, onion powder, chili powder, cumin, and garlic powder. Cook 2 minutes. Remove from heat and set aside.
  4. Spray a 9 x 9 baking dish with nonstick cooking spray. Pour the beef mixture into the dish and set aside.
  5. Prepare Corn Muffins recipe, following directions for steps 1 to Pour corn mixture over the top of the beef mixture in the baking dish. Bake for 25 minutes.
  6. Let stand for 5 minutes before serving.
  7. Makes 4 servings.

I love this dish. So easy to make. One recommendation is to brown the meat before adding vegetables and seasonings. Beef takes longer to cook than vegetables and you dont want to cook all your flavors out. I opted to use a whole pound of ground beef. Delish.
